Melvin Hobbs RN, MSN, JD

Melvin Hobbs, an attorney with a JD from DePaul University and a Registered Nurse with a Master of Nursing from the University of Tennessee, combines legal and clinical expertise to mitigate risks. With extensive experience in litigation, clinical operations, and risk avoidance, he specializes in medical malpractice defense and liability claims. Melvin fosters collaboration with executives and healthcare professionals to address long-term care concerns and manage organizational risk effectively.

Vice President of Operations/Clinical Risk Management

Pamela Lee RN

Mrs. Lee, a Registered Professional Nurse and Licensed Nursing Home Administrator in Illinois, brings extensive experience in hospital management, post-acute care, rehabilitation, assisted living, and skilled nursing services. She has held leadership roles, including Director of Nursing, Regional Director of Operations, and Quality Risk Specialist.

Her dedication to senior care led her to serve as a controlled witness expert in medical-legal nursing and as an independent Legal Nurse Consultant. Currently, she is the Vice President of Operations and Clinical Risk Management, leveraging her expertise to identify and mitigate risks in senior care.

Sally Toures

Sally Toures, with over 35 years of nursing experience, began her career in ICU and advanced to Clinical Director of Critical Care. She later transitioned to LTACH, focusing on Quality, Policy, and Infection Control, and served as a DON in Long Term Care, where her facility earned a CMS 5-Star rating, AHCA Silver Award, and the prestigious Governor’s Gold Seal Award. As Risk Manager for Lee County skilled facilities, she specialized in regulatory compliance, investigations, and medical record audits. Sally currently serves as the Director of Clinical Risk Management for Empire.

Lisa Adams

Lisa Adams is a key member of Empire Risk Management Services, having joined the organization a year after its establishment. With a strong background in management, Lisa has held various leadership positions throughout her career, earning numerous awards for her outstanding performance and dedication.

Currently serving as Operations Manager, Lisa plays a vital role in ensuring the organization delivers exceptional service to its clients. She oversees daily operations, implements strategies to address client concerns, and works diligently to uphold the high standards of Empire Risk Management Services. Her commitment and expertise have been instrumental in supporting the organization’s growth and success.

Director of Long-Term Care Risk Management

Sherri Mitchell

Sherri Mitchell, Director of Long-Term Care Risk Management, has been a Licensed Nursing Home Administrator since 2002. She has served as a Regional Director of Operations in Illinois and Missouri and founded Sherrenau Consulting in 2009. In 2011, she secured a contract with the Illinois Department of Public Health to monitor skilled and intermediate care facilities and authored the book, Choosing a Good Nursing Home.

Sherri has held roles with the Health Care Council of Illinois, including Regulatory and Reimbursement Director, acting as a liaison between nursing homes and the IDPH. She began her career as a nursing home administrator and taught Nursing Home Administration at Wilbur Wright College. Certified in Health Care Compliance, she is a member of the Health Care Compliance Association.
